RadiantBlue is currently advising the Department of Defense on the development and implementation of a roadmap for Open Technology Development (OTD). The DoD Advanced Systems and Concepts Office (AS&C) is examining how to deploy new technology development methodologies that increase the fielding rate of software and related technology based systems. AS&C is specifically focusing on OTD, which refers to technology and business process mechanisms that allow DoD-funded software to be collaboratively developed and shared across DoD activities and programs. OTD is expected to enable DoD organizations and contractors to rapidly adapt and extend existing software capabilities in response to shifting threats and requirements without being locked in to a specific vendor or a proprietary technology.

Open Technology Development applies the latest methodologies in open standards and interfaces, services-based architectures, and open source software development practices to effectively and economically develop new technologies and systems.

To evaluate the military utility of OTD AS&C has initiated an Advanced Concept/Joint Capabilities Technologies Demonstration called Large Data. The purpose of this JCTD is to demonstrate the integration of technologies and operational concepts to significantly improve the deployed joint warfighters situational awareness. Large Data will enable the rapid access, integration, and display of very large, fused sets of geospatially and temporally referenced data. Using the OSSIM open source software library RadiantBlue personnel are developing Large Data’s enhanced geospatial data processing and visualization capabilities.
